Supervisory Criminal Investigator (Assistant Special Agent in Charge)

The incumbent of this position serves as the first line supervisor to 3 or more journey level Special Agents working as the Assistant Special Agent in Charge (ASAC) within the Department of the Interior for the BLM within the Office of Law enforcement and Security. The incumbent conducts law enforcement activities and is responsible for the planning, investigations and law enforcement efforts, which are characterized by substantial resource impacts. Duties include, but are not limited to:
Assisting the Special Agent in Charge with their responsibility for the quantity and quality of all investigative work products. Overseeing and reviewing the priorities of investigative assignments within the assigned area, and the efficiency and effectiveness of investigative operations conducted by Special Agent(s) in the development of work priorities and assignments. Ensuring quality control of work products and resolving those issues and dilemmas obstructing the successful completion of the investigative functions that are referred. Supervising the work of three or more journeyman Special Agents. Maintaining an investigative case load and conducting and the full range of difficult and complex activities that involve the sensitive and discrete handling of cases. Interviewing witnesses; interrogating suspects; searching for physical evidence and clues; conducting seizures of contraband, equipment and vehicles; securing and serving warrants; making arrests; and inspecting records and documents. Developing evidence for orderly presentation to the Office of the United States Attorney or other legal officers; testifying in court; and preparing detailed reports. Recruiting, developing and directing informants; operating undercover, to pursuing roles necessary to obtain evidence and related intelligence data. $88,704 - $115,313. Physical Demands:
The work is primarily office oriented in nature, but requires frequent travel to any part of the United States for meetings, law enforcement operations, investigations or other program activities. The incumbent must be able to safely utilize firearms, less than lethal weapons, and defensive tactics in the conduct of daily activities, and must be prepared at all times, to defend themselves and others against physical and armed attack, including the use of physical violence or deadly force. Work Environment:
Work is performed both in an office setting and outdoors with exposure to hazardous and environmentally adverse conditions. Many investigations occur in isolated areas of public lands. This type of work involves potentially high risks with personal exposure to dangerous situations, including possibly physical attack or other uncontrollable conditions. In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.To qualify at the GS-13:
One year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in the Federal Government. Examples of specialized experience are those which demonstrate knowledge of law enforcement activities, including experience as a Criminal Investigator in planning, conducting, organizing complex and highly sensitive investigations; identifying violations and imitating corrective action; engaging in long-range strategic planning initiatives; applying expert knowledge of criminal investigations, prescribed investigative procedures, and applicable laws and regulations. Specialized experience must clearly illustrate the ability to handle all aspects of the responsibilities of a criminal investigator which include:
conducting investigations in violation of Federal laws and regulations relating to the management, use and protection of public lands and resources such as fraud and theft of Federally owned minerals, hazardous materials violations, controlled substance violations, theft, sale and destruction of cultural resources, assaults, threat or intimidation of employees, etc. There is no substitution of education for experience at this grade level. This position requires special qualifications that have been determined to be essential to perform the duties and will be used as screen out elements. Those who do not provide evidence they possess the following selective factor will be rated not qualified. Prior experience as a Law Enforcement Officer carrying out duties involving the investigation, apprehension, and/or detention of persons suspected or convicted of offenses against the criminal laws of the United States; and successful completion of a Criminal Investigator Training Program at the Federal Law Enforcement Training Center (or equivalent). Incumbent must maintain a delegation of law enforcement authority. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.
