The National Marine Fisheries Service (NMFS) administers NOAA's program to manage living marine resources for commercial and recreational use. The program provides services and products to support fisheries management operations; international fisheries affairs; fishery development, trade, and industry assistance activities; protected resources and habitat conservation operations; and the scientific and technical aspects of NOAA's marine fisheries resource programs. An opportunity is available to join the NOAA Restoration Center, a division of the Office of Habitat Conservation (OHC) within NMFS. The Restoration Center restores and promotes stewardship of the nation's coastal, marine, and migratory fish habitat. The Restoration Center focuses on four priority habitat restoration approaches, where we can have the biggest impact to fishery production, including opening rivers, reconnecting coastal wetlands, restoring shallow corals, and rebuilding shellfish populations. As an Supervisory Marine Habitat Resource Specialist, you will perform the following duties:
o Direct a California coastal habitat restoration program to achieve conservation goals, including developing innovative solutions that advance the NMFS strategic mission and working within regulatory frameworks to ensure actions adhere to legislative mandateso Build regional partnerships and collaboration across NOAA line office to advance habitat conservation and maximize program impact.o Implement targeted restoration activities that promote species recovery and sustainable fish populations, including developing annual budgets, ensuring timely completion of projects, managing resources, and facilitating proper administration and reporting of grants, contracts, and MOUs/MOAs.o Perform supervisory duties such as setting and adjusting short and long-term priorities, preparing and evaluating work, providing technical oversight and guidance, interviewing candidates, resolving complaints, effecting disciplinary measures, and identifying developmental and training needs. Experience:
Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. AND SPECIALIZED
Experience:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.To qualify at the ZP-4 or GS-13/14 level:
In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
Implementing and coordinating restoration and conservation planning and actions for marine, estuarine and/or anadromous fish habitats. Developing and/or implementing programs designed to ensure program compliance with various Environmental Acts, such as the Endangered Species Act, Marine Mammal Protection Act, Comprehensive Environmental Response, Compensation, and Liability Act, and Oil Pollution Act. Performing supervisory and administrative duties such as setting program goals, ensuring goals are being met, developing budgets, and providing guidance to staff.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
